29.06.2007 Applications for participation in the tender carried out by way of negotiated procedure with publication concerning the construction engineering design of the LNG Terminal in Swinoujscie to be submitted by 16 July

On 22 June, the company under the name of Polskie LNG, represented by Polish Oil and Gas Company, announced a tender for preparation of “Process engineering and architectural and construction design documentation, as required under the construction law for obtaining all necessary permits including the building permit for the project titled Liquefied Natural Gas Regasification Terminal in Swinoujscie”.

The contract covers the elaboration of the necessarydocumentation required for realisation of the project in the form ofdrawings, calculations, process simulations, material specifications,data sheets, cost estimates, procedures, and obtaining of all relevantapprovals, etc. indispensable for preparation of the detailedengineering design – in accordance with the applicable Polishregulations. The documentation should take into account that theassumed net send out capacity of the terminal will be 5.0 bn nm3 perannum, to be potentially increased up to the net yearly capacity of 7.5bn nm3 of natural gas with calorific value corresponding to grade GZ-50.

The designer’s task will involve the engineering ofthe liquefied natural gas terminal featuring, among other things,complete unloading and regasification facilities, boil off gas handlinglines and internal pipeline network, central control room to ensureoperation and control of the processes and data transmission to andfrom the terminal.


The designers will also have to envisage allnecessary security, supervision and process control systems, includingthe ESD (emergency shut down) system, and the required supportinginfrastructure and buildings, fire-fighting pumping station togetherwith a water tank and fire-fighting water network, roads, car parks,vertical and horizontal signage, site fencing and all necessaryelectric, water and sewage installations.

The design should be accompanied by a 3Dvisualisation and estimates of the operating expenses (OPEX) andcapital expenditures (CAPEX) for the terminal.


The contract coversalso the updating of the technical inputs provided to the Designer(geodetic measurements, geotechnical surveys, etc.) and elaboration ofall other relevant materials – to the extent necessary for theengineering design and completion of the administrative procedures allthe way up to and including the issuance of a finally biding buildingpermit.

The selected Designer will be responsible forpreparation of the technical section for the Terms of Reference forselect of the General Project Contractor. It will also exercise theauthor’s supervision during the construction of the terminal.

The award criteria to be applied in evaluation ofthe submitted tenders consist in the price for performance of thecontract and the proposed completion date, where the expected contractcompletion date has been defined as 8 months of the contract awarddate.
